(WOLO) COLUMBIA,S.C., --

July 1st Kelly Hunnewell was working inside of a bakery when she as gunned down and killed. Columbia City Mayor, Steve Benjamin says at least one of the three suspects now accused of the crime captured on surveillance video, is no stranger to run in's with the law.

Mayor Benjamin says although 18 year old Larenzo Young was arrested 10 times in Columbia, twice in Richland County and twice in Forest Acres last year alone, he was still able to get out of jail.

Mayor Benjamin hopes a new panel of 7 to 9 people will be able to take a closer look at the system and make suggestions on how they can fix what may be broken.

"in this particular case, this suspect should have never been on the street. The police arrested him, took him to jail and that is where he should have stayed."

Mayor Benjamin says he wants to make sure jurisdictions are effectively communicating with each other making it more difficult for suspects wanted in different areas to become repeat offenders.

The panel which will consist one one judge, a current and former law enforcement officials and citizens will be formed later this week and will work through a 60 day period or until the review has been completed.
