Father Charged with Putting Tattoos on 14-Year-Old's Wrist

RICHLAND COUNTY, S.C. (WOLO) - Richland County deputies say a local father, who faces several charges, including child neglect, has turned himself in.

Victor Scoggins is accused of putting tattoos on his 14-year-old daughter's wrist and possibly others at his home.

The investigation also shows Scoggins did not have the proper license to do so.
