COLUMBIA, S.C. (WOLO) -- Thursday the South Carolina Department of Public Safety released dash cam video of Democratic Representative Ted Vick's DUI arrest.

In the beginning of the video, Vick can be seen with an officer who is reportedly trying to escort him in front of a patrol car.

According to the incident report, the officer says Vick started to resist by pulling away.

Vick was arrested after an incident report claims an officer saw him staggering moments before, then noticed he couldn't drive in a straight line while trying to leave the parking garage.

The report also claims Vick hit a traffic cone.

"I can't believe I'm in handcuffs at the state house," says Vick.

We took the video to Vick's attorney, fellow Democratic Representative Todd Rutherford, Thursday afternoon.

"I watched 55 minutes of a tape showing my client getting extremely frustrated with what was going on. He, like most people, was probably wondering how he got in handcuffs in the state house garage," says Rutherford.

Also in the video Vick can be heard refusing a breathalyzer test and refusing to rank himself on a scale of zero to ten on how intoxicated he allegedly was.

"He saw the long term implications that night when he walked from the restaurant. He saw the long term implications when the officer placed him in handcuffs and that's what you could see, the frustration was on his face. How did I end up here? What are you doing to me? Was this a set up? Why are you doing this to me? I wasn't driving on a public road, I wasn't even driving, I was in the garage," says Rutherford.

The video ends with Vick being driven to the Alvin S. Glenn Detention Center where we are told he spent the night.

This is Vick's second DUI arrest in less than a year, he was previously pulled over may 24th, 2012 on Devine Street.
