The Herald of Rock Hill reports Capt. Mark Bollinger of the Rock Hill Police Department said the suspects, ages 14 and 17, were arrested Tuesday and charged with cruelty to animals.

Bollinger said the older teen is in jail without bond, while the 14-year-old has been released to a parent.

Initial reports said police responded to an apartment complex late Sunday afternoon after a utility worker reported a group of as many as 20 juveniles were playing with a black puppy. The officer found the dog was bleeding.

The Associated Press contributed to this report.
