President to present a plan to America

WASHINGTON (AP) – President Barack Obama will outline his plan to combat militants in Syria and Iraq on Wednesday night. He’ll urge Congress to quickly give him the authority to arm moderate Syrian opposition force, and he could press ahead without Congress on wide-ranging airstrikes in Iraq and possibly Syria. The president also is looking for increased support for Iraqi security forces and military and diplomatic commitments from partners in Europe, the Middle East and elsewhere.
