Chief Holbrook: Officer Case, USC PD Officer Not Wearing Seatbelts

COLUMBIA, S.C. (WOLO) — Chief Skip Holbrook announced preliminary findings on the fatal accident involving a Columbia police officer Stacy Case.

CPD Officer Stacy Case and University of South Carolina Police Department Officer Allan Bolin, were not wearing seat belts and were speeding as they were responding to a call in the Vista.
In addition, Chief Holbrook said Officer Case did not slow down when entering the intersection. “The collision was an accident, it was an unintentional event,” explained Chief Holbrook. “The only person who can tell us why they entered the intersection without it being cleared is Stacy.”

In response to the findings, Chief Holbrook said the department is changing their policy to require their officers to come to a complete stop before entering an intersection when responding to a call.
