Watch: Incident Report Says Councilman Displayed Multiple Indicators of Impairment

COLUMBIA, S.C. (WOLO) — According to the incident report released Tuesday in the Richland County Councilman Kelvin Washington felony DUI case, that sent three men to a nearby hospital, the arresting officer said he could smell “the strong odor of an alcoholic beverage.”

The accident occurred Saturday, night at the intersection of Bluff Road near Martin Luther King Boulevard in Hopkins.

The report states Washington was the driver of a Toyota Sedan and that the car collided with a Honda Sedan.

One man traveling in the Honda underwent surgery for a severe head injury and was unconscious at the hospital while the other man had minor facial injuries.

The officer said while Washington was laying in his hospital bed, he could again smell the “strong odor of an alcoholic beverage emitting from his breath and noticed blood shot eyes.”

The incident report from the officer states: Washington’s speech was slurred and was delayed in his responses.

The report states that Washington refused to provide a sample of his blood, while being treated at the hospital.

According to the arresting officer, Washington said he had one beer at a friend’s house before driving home from Broad River Road.

Washington was then discharged from the hospital and was taken to the Alvin S. Glenn Detention Center.

He has since been released.
