Watch : Penny Tax Battle Heads to Court

Richland County,S.C. (WOLO) — The battle over funds for the Richland county Penny Tax and how it will be used is now in the hands of the court to decide.

Last month the Department of Revenue held 17 millions dollars from the County after DOR officials  say a 2015 audit showed the money for Penny Tax Programs were being used for other county projects.
