Elementary School Teacher Arrested for Masturbating in College Bathroom

College of Charleston police were called by a student who said he saw a man masturbating in the Education Center bathroom.

According to a report from CofC Public Safety, the student saw the man around noon on Friday, November 18.

The student said he was on his way to class when he stopped by the first floor men’s room and saw a man pleasuring himself at the urinal.

The student said he left, sat in the lobby for about 15 minutes and went back in.

He said the man was still there and was still masturbating but the student had to use the bathroom so he went into a stall and sat down but “felt he was having a panic attack.”

He said the man finally left after about a minute and the student followed him as he left out the rear entrance towards Glebe Street.

About 15 minutes later the student said he went back into the bathroom to blow his nose and saw the man there again, masturbating at the urinal.

The victim said he was about to wash his hands at the sink when the suspect came up to him “with his pants undone and with his genitals in his hand masturbating.”

The victim left the bathroom and said he made an anonymous call to Public Safety around 12:50 p.m.

The suspect, identified as Harold Jay Tabor, is a teacher employed by Charleston County School District. He is listed as a teacher at Memminger Elementary and was named Berkeley County High School Teacher of the Year in 2008.

“Mr. Tabor was placed on administrative leave as soon as the district learned of his arrest and the charges he is facing,” said a Charleston School District official. “An investigation into the entire situation is underway. We understand the severity of the charges, and the sensitivity required to handle the matter appropriately.”

Tabor was charged with exposure of private parts in a lewd and lascivious manner. He was given a $15,000 surety bond on December 3 and released.
