Report: Cash-back fees may hurt low-income communities

(CNN)– Cash-back fees at grocery stores may be hurting low-income communities.

That’s according to a new analysis from the Consumer Financial Protection Bureau.

It finds the locations of Dollar Store chains and their consumer base raises concerns the fees may hit economically vulnerable populations and those with limited banking access harder.

The analysis finds Dollar Stores are prevalent in rural communities, low-income communities, and communities of color.

It concludes those communities may also face challenges in accessing banking services.
