SLED: Columbia Police officer charged with assault, battery

 

 

COLUMBIA, S.C. (WOLO)– The Columbia Police Department announced the arrest and firing of one of its officers on Wednesday.

According to Columbia Police Chief Skip Holbrook, 26-year-old Caleb Oshia Hickmon-Payne, is accused of propositioning a woman while taking her to Alvin S. Glenn Detention Center.

SLED agents say Payne touched the handcuffed female in her private parts without her consent on Feb, 1.

Holbrook says Payne did not go directly to jail and deactivated his body camera.

Also, SLED agents say he drove to Columbia Industrial Park and stopped in a secluded area.

Payne was charged with assault, and battery second degree and misconduct in office on Wednesday, March 12.

He was booked at the Alvin S. Glenn Detention Center.

Chief Holbrook credited SLED with conducting the independent investigation.
