Former county First Steps executive director charged with fraud

Kershaw Co., S.C. (WOLO)– Investigators with South Carolina Law Enforcement Division say the former executive director of Kershaw County’s First Steps program is charged with multiple counts Breach of Trust with Fraudulent Intent and Obtaining Property Under False Pretense.

Officials say Kimberly Jordan, used a credit card issued by First Steps for tens of thousands of dollars in personal expenses including a Jamaica vacation.

Investigators say the fraud took place between 2017 and 2022.

SC First Steps was established in 1999 by the South Carolina General Assembly as a way to bridge the opportunity gap for the state’s earliest learners before they enter kindergarten.
