RCSD: Man arrested for several offenses following live TV traffic stop

RICHLAND COUNTY, S.C. (WOLO)– RCSD says a man was arrested for several offenses following a traffic stop featured on On Patrol: Live.
The traffic stop happened on Dec. 6, around 7:45 p.m. on Hardscrabble Road near Magnolia Hall Road after Maxie Outen failed to maintain lane, says RCSD.
Once the vehicle was pulled over, the deputy saw a plastic bag containing a white substance that the driver who was identified as Outen, identified to be a narcotic.
Investigators say Outen was instructed to step out of the vehicle, but he refused and attempted to shut the door to prevent deputies from removing him from the vehicle.
Deputies began to attempt to remove Outen from the vehicle and he resisted.
During the incident, deputies delivered strikes and deployed a taser in an attempt to remove him while Outen continually resisted and kicked deputies.
Deputies say it took several minutes to detain him.
After Outen was detained, deputies began to conduct a search of his vehicle.
An open bottle of liquor, narcotics, a firearm, and a box of ammunition was found inside of the vehicle, according to the sheriff’s dept.
Outen was arrested and charged with possession of a schedule I narcotic, felon in possession of a firearm, transport liquor by vehicle with seal broken, assault and battery 3rd degree, and resisting arrest.
He was taken to the Alvin S. Glenn Detention Center where he received a $15,000 surety bond for felon in possession of a firearm, a $2125 surety bond for assault and battery 3rd degree, and a $257.50 surety bond for transport liquor by vehicle with seal broken.
Richland County Sheriff’s Department says he was released on bond.
Law enforcement say Outen was also arrested on March 14, for narcotics after he was stopped for running a red light.
Investigators say during that arrest, he resisted and damaged the inside of a patrol car with his feet and head.
He is facing 19 charges from Virginia, including a conviction for breaking and entering with intent to rape, rob, or murder.
Additionally, he currently has 8 charges in South Carolina pending a trial.
