Hilton Head rules said to hinder minority areas

HILTON HEAD ISLAND, S.C. (AP) — One Hilton Head Island official says rules approved 20 years ago to slow rapid development on the island are now hindering redevelopment in black neighborhoods.

The Island Packet of Hilton Head (http://bit.ly/nqBhfz) reported a member of a committee hoping to spur development in those areas says the rules are obstacles to minority landowners.

Irvin Campbell says there needs to be more flexibility and things such as required setbacks from roads and marshes don’t give native islanders much space to redevelop.

Campbell says the restrictive rules lead many lower income residents to simply sell their land and move away.
