Lugoff man arrested in teen’s slaying

LUGOFF, S.C. (AP) — The Kershaw County sheriff says a Lugoff man who was acquainted with the victim has been arrested in the strangulation of a teenager whose body was found in woods near Elgin.

Sheriff Jim Matthews said at a news conference Saturday that 21-year-old Stephen Ross Kelly faces charges in the death of 18-year-old Briana Nicole Rabon.

Children playing on a dirt road near Elgin found the girl’s body Wednesday afternoon. Officials have said they’re not sure where she was killed.

Her car was found at a restaurant at U.S. 601 and Interstate 20.

It wasn’t clear Saturday if Kelly has an attorney. Matthews says a bond hearing will be held during the next term of general session court.
