Sheriff Ravenell says 43-year-old Chiquitta Dawkins has been charged with unlawful conduct toward a child.
Orangeburg County Sheriff’s deputies were called to a Bowman location where they were informed of a 12-year-old child in “severe malnutrition,” according to the warrant.
“There are no reasonable people on this planet who could possibly think this is fine,” the sheriff says. “Leaving a child to become this sick, this malnourished is the utmost in despicable.”
The investigation determined the child limped due to her condition, had frail bones, and was underweight at 47 pounds, say deputies.
No records for the child’s education could be found since she had attended kindergarten, according to the incident report.
