Child, Pets Removed From Home, Couple Charged

Richland Co., S.C. (WOLO)–A Richland County couple is behind bars after a child and 11 dogs were rescued from, what deputies call, deplorable conditions. Paul and Melanie Howard face several charges in the case including child neglect and animal cruelty. We’re told a child, identified only as an 11 year old, has been taken into emergency protective custody. Deputies describe conditions inside the home as “horrendous.” the dogs in the home were described to have severe health issues. The dogs, now being cared for by Pawmetto Lifeline, reportedly have health issues including loss of a limb and vision.
