State lawmaker files bill penalizing racially charged non-emergency 911 calls

COLUMBIA, SC (WOLO)– A state lawmaker has filed a bill that would penalize racially exploitive non-emergency 911 calls. The CAREN Act stands for Caution Against Racially Exploitative Non-emergencies and was introduced by representative JA Moore of Berkeley County.

The measure would directly address people who call the police in a non-emergency situation on someone with the intention of causing harm.
