Conditions Improve for Hurricane Formation

This hurricane season has been pretty quiet so far. But two of the factors that have a significant influence on hurricanes are becoming more favorable. 1) Sea surface temperatures have been running cooler than average, but are now heating back up. 2) Wind shear (essentially stronger winds up high in the air) is getting weakening.
