RCSD: 21-year-old man arrested after investigation into criminal sexual conduct with a minor case

RICHLAND COUNTY, S.C. (WOLO)– A 21-year-old man has been arrested after an investigation into criminal sexual conduct with a minor.

On December 25, 2024, investigators received a report of criminal sexual conduct with a minor concerning Johnny Rios and a juvenile under the age of 16.

The investigation confirmed that Rios had been sexually involved with the juvenile, said RCSD.

On January 30, 2025, just before 7 a.m., Richland County Sheriff’s Department’s Fugitive Task Force served a search warrant and arrest warrant at Rios’s home.

While serving the warrants, when investigators removed all of the people from the home, they discovered Rios to be in the company of another juvenile under the age of 16 that did not live in the home.

Investigators said, there are no allegations that Rios was sexually involved with the juvenile that was in the residence.

Rios was charged with criminal sexual conduct with a minor, 2nd degree, contributing to the delinquency of a minor, and felon in possession of a firearm.

He was taken to and booked at the Alvin S. Glenn Detention Center.

RCSD said Rios was out on probation for a strong armed robbery conviction following charges of attempted murder, armed robbery, and possession of a firearm during a violent crime in February 2023.
