Columbia , S.C. (WOLO) — The Richland County Sheriff’s Department confirmed the man involved in a high speed chase in Florida is tied to a murder in the midlands. Sheriff Leon Lott says Donald Harper is charged with the murder of Randall Brown, who was fatally shot and found on Brickyard Road early Sunday morning. “From the crime scene you could tell he had been shot somewhere else maybe, but his body was thrown from the car,” said Sheriff Lott. Sheriff Lott said investigators discovered Brown’s jeep missing and later spotted it in Bowman, South Carolina but lost it after a chase. Fast forward to Tuesday morning, he said that’s when the car showed up in Florida. “A police officer yesterday in Daytona Beach, while checking some areas saw two individuals sleeping in the car, she ran the tag number, it came back as what we call a hit, came back as the murder victims vehicle,” explained Sheriff Lott. After leading police on a high speed chase, authorities say the car wrecked and one suspect fled while the second left critically injured. Eventually apprehended, the arrest was caught on an officer’s body camera. Now, Sheriff Lott says they are charging 24-year old Donald Harper with murder after he confessed to killing Randall Brown. “How callous can you be? You shoot someone, you kill him and then you take his car, ride to pick up your buddy or your buddy’s already with you and you go to Daytona for Spring Break,” said Sheriff Lott. Sheriff Lott explains Harper says he shot Brown in self-defense, but authorities say the evidence does not support that claim. “We’ll probably be able to easily disprove that,” said Sheriff Lott. “The bottom line is he admitted to shooting and killing Mr. Brown.” According to authorities, Harper is still in Florida waiting for an extradition hearing that will most likely take place next week.
