Richland County New Animal Laws

(WOLO) COLUMBIA, S.C., Richland County council members agree to loosen the grip on provisions limiting the number of animals that can be in one household. But a new amendment will now require breeder’s to have a business license and undergo a 100 dollar inspection fee annualy. a move some breeder’s say will do nothing more than turn law abiding citizens into criminals. Humane Society President Mary Denis Cauthen disagrees. She says the new regulations should not be hard to comply with and thanked Counyt Council for their hard work on the proposal. Another issue of concern focused on the spaying and neutering of registered animals found roaming. One pet lover spoke to council members about the law she says will be unfairly imposed. Other changes will include defining exotic animals and limiting how many of them an owner can have. Tonight was the third and final reading for the proposal – it will go before council again for approval on February 21st at which time it will go into effect immediately.
