Richland County man faces 20 years for hate crime, victim speaks out

Officials with the U. S. Attorney’s Office for the District of South Carolina and the Richland County Sheriff’s Department announced federal charges against 34-year-old Jonathan Felkel after he admitted he shot at his neighbor — because the neighbor is Black.
