COLUMBIA, S.C. (AP) _ A measure suspending the authority of South Carolina’s environmental agency to make dredging decisions is heading to the governor’s desk. The joint resolution is designed to help lawmakers’ efforts to undo a water quality permit granted by the Department of Health and Environment Control, which allows Georgia to expand the Savannah port. A final vote in the Senate Wednesday sent the measure to the desk of Gov. Nikki Haley, who has drawn fire for asking her board chairman to hear Georgia’s appeal. It puts Haley in the odd position of deciding whether to sign, veto or allow to become law without her signature a measure that gives her a black eye. The House approved the measure unanimously last week. The Senate followed with unanimous votes Tuesday and Wednesday.
