LEXINGTON, S.C. (WOLO) — Republican presidential candidate Jeb Bush says Wednesday’s reallocation of campaign money is not a desperate move for his campaign.

The Bush campaign confirmed Wednesday that it would be canceling $3 million in reserved TV advertisements, refocusing the money on getting more staffers on the ground in early voting states, South Carolina and Iowa.

At a campaign event at Hudson’s Smokehouse in Lexington Wednesday night, the former governor of Florida said the move was just a necessary shift at this point in the campaign.

“Having the best organization on the ground is how you win,” Bush said.

The kind of ground force he’s assembling is crucial to building up his candidacy for beating Hillary Clinton. And beating the Democratic heavyweight, Bush said, is something Republican frontrunner Donald Trump cannot do.

“I’ll just be clear about this,” Bush said, “Donald Trump is not going to get the nomination, and he’s not going to be president.”

Trump was in Hilton Head Wednesday, taking aim at Clinton and Bush calling them both dull. Trump used a new metaphor for the race to the White House.

“We view this as war,” Trump said. “Don’t we view this as war? It’s war, it’s war!”
