James Island mayor promises 4th try to incorporate

JAMES ISLAND, S.C. (AP) — A fourth effort to form a town of James Island is starting even as proceeds from its previous incarnation are distributed to the governments of Charleston County and area municipalities.

The Post and Courier of Charleston reported (http://bit.ly/niUIOY ) Charleston County Finance Director Corine Altenhein is the court-appointed receiver for James Island, who has custody of $1.6 million that was in the town’s bank account in June. That was when the state Supreme Court ruled that the town’s 2006 incorporation wasn’t legal.

Billy Woolsey was the mayor of James Island until the court rejected the town’s appeal in July. He says efforts to re-form the town are proceeding.

Each time the town has incorporated, the city of Charleston has sued and won, and the town was ordered dissolved.
