Multi-day domestic dispute, standoff ends peacefully

KERSHAW COUNTY, S.C. (WOLO)– A multi-day domestic dispute and standoff ended peacefully on Wednesday afternoon, says Kershaw County Sheriff’s Office (KCSO).

The incident began on Wednesday morning, June 10, when KCSO deputies responded to a domestic dispute call in the 2000 block of White Oak Road.

Upon arriving to the area, deputies found a female victim exhibiting visible injuries across her entire face and body.

The victim reported that she had been held against her will by her boyfriend who was identified as Daniel Teddy Payne for several days.

During this period, she was subjected to multiple physical assaults, says the sheriff’s office.

She further stated that Payne had discharged a firearm out a window, pointed the weapon at her head, and explicitly threatened to shoot anyone who approached the home.

The victim was able to escape the home on Wednesday morning to seek help.

In response to the severe nature of the threats and allegations, the KCSO Special Response Team (SRT) deployed to the home armed with both arrest and search warrants, say deputies.

Payne initially refused repeated commands to exit the home made by KCSO negotiators via telephone and loudspeakers.

To gain entry into the home, SRT members forced open the front door and utilized an indoor drone provided by the Camden Police Department to inspect the interior.

As SRT units breached Payne’s bedroom window and prepared to deploy chemical munitions to safely flush him out, a South Carolina Law Enforcement Division (SLED) agent successfully contacted a member of Payne’s family.

The family member was able to reach Payne directly by phone, and ultimately convinced him to surrender.

Payne exited the home with his hands raised and was detained by SRT operators without further incident or injury.

Daniel Teddy Payne, 36, of Camden, was taken into custody without incident and is currently being held at the Kershaw County Detention Center awaiting a bond hearing.

He faces multiple severe charges, including kidnapping, pointing & presenting a firearm, possession of a weapon during a violent crime, and domestic violence of a high and aggravated nature.
