Stepp, a native of Columbia and graduate of Pelion High School, has spent the last three seasons with Arkansas coaching wide receivers.
The two-way senior will be a preferred walk-on for the Gamecocks. He rushed for over 1,600 yards and 15 touchdowns last season for the Highlanders.
