In addition to investing in power and roads, the governor asks lawmakers to drop the state income tax to 6 percent, putting almost $200 million back into the pockets of South Carolina taxpayers.
Lawmakers included tuition freezes for the state’s public universities as well as funding for a vet school at Clemson and a new med school campus at USC.
The governor issued 11 vetoes totaling $1.5 million.
