The arrest happened April 25, and is Boulware's first offense.
He has until June 3 to officially decide whether he will officially enter the draft, or return to South Carolina for his junior season.
The Raiders have been aggressive in re-tooling their passing game, taking Henry Ruggs III from Alabama with the 12th overall pick, then selecting Kentucky's Lynn Bowden Jr. with the pick right before Edwards.
This makes five straight years that a Clemson wide receiver has been selected in the NFL Draft, the longest active streak in the nation.
Edwards leaves South Carolina as the all-time program leader in receptions and receiving yards, and looks to join the likes of Alshon Jeffrey and Deebo Samuel as the next Gamecock receiver to make the successful leap to the NFL.
